New investment decisions

As the new government takes office, here are the key infrastructure decisions in energy, transport, and planning. Here is a look at the significant topics and their implications for industry leaders.

Roads

The £9bn. Lower Thames Crossing project, aimed at alleviating congestion at Dartford Crossing, awaits a decision by October 2024. This massive undertaking could reshape regional transport dynamics despite mixed reactions regarding its environmental impact. Additionally, the government will likely urge National Highways to prioritise existing network renewals in the third roads investment strategy (RIS3), covering 2025-2030.

Airports

Expansion plans for London Luton Airport, set to boost passenger capacity from 18 million to 32 million by the mid-2040s, are awaiting government approval. The proposed enhancements could significantly impact regional and national air traffic management and infrastructure.

Water

The UK government is set to approve major water infrastructure projects, including new reservoirs, as part of the next regulatory period. Water companies, such as Anglian Water and Thames Water, have submitted investment plans, with approvals expected by the end of 2024. While the planning process is complex, the government’s consent is crucial for these projects to move forward. The development of new water infrastructure will have a significant impact on the country’s future water security and sustainability, with expected completion dates nearing the end of the decade.

Energy

The UK government is reforming its planning system to accelerate energy infrastructure development, prioritising projects that drive growth and sustainability. The government has initiated a review of the National Planning Policy Framework, lifting the ban on onshore wind and introducing a growth-focused approach. This overhaul aims to streamline the planning process, enabling swift approval of energy projects and supporting the UK’s transition to a low-carbon economy. This will ultimately contribute to UK’s long- term sustainability and energy security goals.
